Step 1: Preheat oven (to 350 degrees Fahrenheit.)

- Combine the ground beef, breadcrumbs, eggs, salt, and pepper in a bowl and mix well.
- Transfer mixture into prepared baking pan. Bake for 30 minutes.
- Mix the ketchup, milk, Worcestershire sauce, onion, bell pepper, and garlic.
- Combine with the meatloaf and cover with this.
- Add grated cheese to the meatloaf's top.
- Bake again.
- Remove from oven and allow to cool.
- Serve warm!
